The July 29th 2016 deadline for a free Windows 10 upgrade for PC and laptop users will not be enforced for Windows Phone users.
The Windows 10 free upgrade for desktops will cease on July 29th and from this point onward, it will cost £99 to upgrade to Windows 10 Home or £189.99 to upgrade to Windows 10 Pro.

On Twitter, Dona Sarker who is the chief of the Windows Insider Program, said “Clarification from this morning: the free upgrades for PC end on July 29 but as always there are no implications or cost on phone whatsoever.”
This will give Lumia smartphone owners more time to consider whether they wish to upgrade to Windows 10 Mobile.
In order to safely upgrade the Windows operating system, to Windows 10 on a Lumia smartphone, Microsoft recommends that the phone has more than 512MB of RAM. There have been instances where phones with only 512MB of RAM have successfully been upgraded to Windows 10, but to take such action is still not recommended.
There is a growing list of Lumia phones that Microsoft has confirmed can safely be upgraded to Windows 10 Mobile, including those running on Windows Phone 8.1 Denim.
